​FIFA Scraps Controversial World Cup Investment Plan After Global Backlash

FIFA president Gianni Infantino has officially abandoned plans to sell a portion of the commercial rights to the FIFA World Cup following widespread opposition from football federations and clubs. The decision marks a significant reversal after the proposal sparked intense debate across the global football community.
The project, known as FIFA Forward Enterprise, was designed to establish a separate commercial entity responsible for managing World Cup revenue while allowing outside investors to acquire a stake in the business. However, FIFA concluded that the proposal had become too divisive and no longer aligned with its objective of strengthening unity within the sport.
Resistance to the plan grew rapidly, with UEFA's 55 member associations reportedly prepared to oppose the initiative. The proposal also faced rejection from football confederations in North America and Asia, while the resignation of senior adviser Carlos Cordeiro highlighted the increasing internal pressure surrounding the project.
The investment strategy had sought to raise approximately $4.2 billion by offering around a 20 percent stake in a commercial entity valued at roughly $20 billion. The investor group behind the proposal was led by Joshua Kushner and aimed to create a new financial structure for the tournament’s commercial operations.
Although the investment plan has now been withdrawn, FIFA intends to continue discussions with football stakeholders in the coming weeks to explore alternative ways of supporting the global game. For the foreseeable future, the commercial ownership of the World Cup will remain fully under FIFA’s control.
